OK, I found it here:

  (local-set-key "\C-c  \C-r" 'org-decrypt-entry)

Removing the space between \C-c and \C-r worked.  I guess I really
don't understand the syntax for setting keybindings in emacs -- every
time I do it it's trial and error!
