not sure whether this is the appropriate list but as far as I understand
maintenance of elpa.gnu.org is part of the emacs project.

I could not find any related info in the list archive so I would like to
report that elpa.gnu.org is not reachable since about twenty hours.

Is there an alternative?

I notice this as well - I'm guessing it's due to the same problems that
Savannah is having (probably hosted in the same network).
