* nt/INSTALL.W64 (Download and install MinGW-w64 and MSYS2): Move
suggestion about modifying PATH to...
(Test Emacs): ... here.
(Run configure): Remove the unnecessary setting of PKG_CONFIG_PATH.
(Troubleshooting): New section, includes suggestion to check
PKG_CONFIG_PATH.
