Seems that the URL listed on that page is not correct for cloning.
The URL is the correct one for web access.

The following works for me (stuck behind a firewall that blocks git://):

| [remote "origin"]
| fetch =3D +refs/heads/*:refs/remotes/origin/*
| url =3D http://orgmode.org/org-mode.git
`----

So http cloning is enabled, the URL simply isn't mentioned (And I
can't remember where I found it originally)
