Subject: bug#19111: 25.0.50; 32 bits temacs.exe is linked with wrong image-base when built on 64 bit Windows host

------------------------------------------------
$ gcc -v
Using built-in specs.
COLLECT_GCC=c:\mingw\bin\gcc.exe
COLLECT_LTO_WRAPPER=c:/mingw/bin/../libexec/gcc/mingw32/4.7.2/lto-wrapper.exe

gcc version 4.7.2 (GCC)
------------------------------------------------
But it seems that different flavors of MinGW compilers are not
consistent wrt the "Target" line shown there: for example, I've just
installed the mingw64-i686 toolchain in Cygwin, and there I get this:
------------------------------------------------
$ /usr/bin/i686-w64-mingw32-gcc.exe -v
