This discrepancy is quite confusing for users, so my proposal is obvious: adjust the behaviour of `goto-line' to make it consistent with the line number showed in the minibuffer, i.e, to consider its LINE argument relative to the narrowed part if there's one, or else to the whole buffer. In GNU Emacs 24.0.90.1 (i386-mingw-nt6.1.7601) of 2011-10-27 on DANI-PC Windowing system distributor `Microsoft Corp.', version 6.1.7601 configured using `configure --with-gcc (4.5)' -- Dani Moncayo
