I do otherwise.  See my expectations below.

Agreed.  IMO, typing F10 in that case (GUI session with menu-bar-mode
off) should temporarily show the drop-down menu (which currently can
only be the toolkit menu, but in the future we might have a second
option: drop-down text menu).

Exactly.  That's the behavior I'd like.
