unresolved option should still appear in the exported link. IOW,
[[file:./file.org::target][...]]
will become
<a href="./file.html#target">...</a>
This is slightly different from link resolution in a single buffer,
because, in the case above, a headline named "* target" will have
priority over a "<<target>>".
