I think you can use whois only for domain names, not IP addresses. The
IP you have above is from amazon.com so try M-x whois RET amazon.com
RET. (When I try with an IP address, it seems to block indefinitely.)

That's not true, AFAIK.

I think that's because the default server we use is no (longer) a good
default. Try customizing whois-server-name to, for example,
"whois.crsnic.net", and you will get a response for the above IP
immediately.
