I've checked the official git repo of m17n-lib located at:
http://git.savannah.gnu.org/cgit/m17n/m17n-lib.git, and find that the
latest version of libm17n already been installed on the system:
$ dpkg -l | grep libm17n
ii libm17n-0:amd64 1.8.0-2
amd64 multilingual text processing library -
runtime
ii libm17n-dev:amd64 1.8.0-2
amd64 multilingual text processing library -
development
