Hi,

The new website for GNU ELPA is (finally!) online at

  https://elpa.gnu.org

The changes are mostly cosmetic ones:

- new design, color palette & logo based on the Emacs logo
- the entire website is responsive
- the package listing page features a search input with live results

I haven't changed any content on the homepage, but feel free to suggest
improvements & additions.
