Try asking the MELPA developers about including that paragraph (or a
modified version) somewhere near the instructions for publishing
packages to MELPA.

To add, instead of emailing emacs-devel, we can ask them to email assign@gnu.org directly.

The instructions can look something like this:

You need to send an email to assign@gnu.org asking that you'd like to assign your copyrights to FSF.
