The "Patch Available" sub-categories on https://debbugs.gnu.org/cgi/pkgreport.cgi?package=emacs;max-bugs=100;base-order=1 raised that question. I wasn't sure if the patch submitter needed to tag it or the maintainers/seasoned contributors did that.
