bug#17286: 24.4.50; Incorrect frame height with menu-bar-mode on/off

Maximize the first frame with its menu bar but without its tool bar.
Switch on/off menu-bar-mode several times:
the frame height grows.

Here is the frame-pixel-height reported in *Messages*

Menu-bar mode disabled.  Use M-x menu-bar-mode to make the menu bar appear.
