I used the emacs-24.5 build from  ftp://ftp.gnu.org/gnu/emacs/windows/

and I get :

$ time bin/emacs -Q -batch -l
d:/Source/emacs/elisp/tumashu-temp-files/test.el
real    0m3.171s
user    0m0.000s
sys     0m0.015s

So there is definitely something wrong with the 40s reported.
