linux.git/include/uapi/linux/random.h says that:

/*
 * Flags for getrandom(2)
 *
 * GRND_NONBLOCK	Don't block and return EAGAIN instead
 * GRND_RANDOM		No effect
 * GRND_INSECURE	Return non-cryptographic random bytes
 */

But the story is probably not the same on other systems, according to
the glibc documentation, so we should probably not change this.
