I'm not able to reproduce this on current master on macOS.  I see
these messages echoed in the minibuffer and in the *Messages* buffer:

Tooltip mode enabled
custom-variable-set: Invalid function: nil
Tooltip mode disabled
custom-variable-set: Invalid function: nil

This is when invoking "Set for Current Session" according to the
recipe given above.
