bug#24497: shift-insert is not working in ansi-term on putty to ubuntu 14.04 with emacs 25.1

(This was reported 4 years ago but unfortunately never got a reply at
the time.)

Are you still seeing this on a recent version of Emacs, such as the
recently released version 27.1?
