Speaking as someone that has used VNC for a couple of years for work,
but also has forgotten most of what I had to do to make everything
work reasonably well, this sounds very much like a configuration
problem (possibly with VNC) rather than a bug in Emacs.

Did you ever resolve this issue, or is this still a problem?  Do you
see the same things with other programs, or just Emacs?  Did you
install Emacs from the RHEL package repository or did you compile it
yourself?

For example, someone was able to fix the problem by running:

   export LD_LIBRARY_PATH=/usr/lib/x86_64-linux-gnu/

Maybe something similar would work in your case.

If I don't hear back from you in a couple of weeks, I'll assume that
this is indeed a configuration problem rather than a bug in Emacs and
close this as notabug.
