Yes, of course they have, as they are just as much different letters as I a= nd J. Being interchangeable is not the same thing. For example "e" and "=C3=A9" are not interchangeable in Swedish either, and "ide" and "id=C3=A9" are different words, but having "C-s i d e" find "id=C3=A9" would be good character folding as "=C3=A9" is "e" with an accent.
