It has also been suggested numerous times before, but rejected for one reason or another. >From memory, the main reason was to do with having different build paths/processes depending on whether you build from version controlled code or something else, such as a tar archive/export of the code. I suspect there will be some subtle issues to resolve, but the benefit of bug reports/discussions including emacs-version which also includes the revno or commit number would e very useful - at least I've found such info useful in other projects and would assume the same would be true of emacs.
