Oh, I missed that question.

I would like to have one set of commands to do incremental search and
query-replace without a xref UI and one set that do a full search and opens
the UI.

The incremental versions could work more or less like tags-search and
tags-query-replace do today, but they should work with all(ish) xref
backends.

Think of this like C-s vs. M-x occur in a plain buffer.
