emacs 24.3 on Vista running in compatibility mode always hangs after
awhile, why and what to do about it? seems like was never a problem before.

Does it consume CPU cycles, or does it just sit doing nothing and
using no CPU at all?

Can you attach a debugger and report the backtrace from all the
threads?

By "before" you mean in previous Windows versions, or with previous
Emacs versions, or without compatibility mode, or what?
Can you describe how you turned on compatibility mode, exactly, and
why?
In any case, if nothing helps, I suggest to file a bug report, using
"M-x report-emacs-bug RET".
