Well, my point was not that it was a majority, though 11.78% is more than I expected.
My point is that there are among them some packages that are (quite likely) widely used
(like desktop.el, or the help ones, or Org) so even if only 12% of .el files load cl-lib,
that surely represents a much bigger percentage of Emacs instances.
