Christopher pointed out that "orgstruct-mode implicitly starts the real
regexp that is used for headline matching with a ^.  Your additional ^
breaks the regexp."
I verify that setting orgstruct-heading-prefix-regexp to ";;" (or ";; "
with a space) solves the problem.
