In this thread[fn:1], RMS said that there's no need to make change log
entries for NEWS.  Should this entry be removed?

There's no need for trivial entries like "mention FOO in NEWS".  But
there's no rule that _none_ of the changes in NEWS should ever be
mentioned in etc/ChangeLog.  So if someone feels the need to document
some non-trivial change in NEWS, that's perfectly OK.
