The manual is generally updated as changes are committed to the sources, but you seem to want the manual on paper, and that won't be available until Emacs 26.1 is actually released. Emacs doesn't change *that* much between versions. What about the current release? It is 25.2 here [1] which I believe is the most recent release of the software as well.
