It looks like frames do use a pseudovector.  For example.

#define XSETFRAME(a, b) (XSETPSEUDOVECTOR (a, b, PVEC_FRAME))
#define FRAMEP(x) PSEUDOVECTORP (x, PVEC_FRAME)
