Sorry for missing your advice, Le.
Indeed your way works and it's ease to use.
Anyway, It seems that the behavior of <TAB> is broken in the trunk,
and also in Emacs 23, so that when that is fixed, we'll be able to
indent paragraphs (in text mode), the way I was expecting (and is
documented).
