emacs-23 build broken on Windows

emacs-23 build broken on Windows

Hi,

The current emacs-23 branch oes not build for me on Windows. The
changes in rev 99910 from seem to be the cause.

The following trival patch fixes things.

I've fixed it instead by declaring Qtooltip on w32fns.c, as it is
already done on xfns.c.

However, if this code is merged into trunk it'd be perhaps a good idea
to unify the declarations on frame.h as you suggest.
