I might be missing something, and would be glad to learn, but shouldn't
`find-file' exclude directories from being completion candidates when
`find-file-use-dired' is nil?  Currently, we offer dirs as candidates,
and when you choose one raise an error.  That seems odd.

emacs -Q

M-x set-variable find-file-use-dired nil

C-x C-f  ; Choose a directory - error raised.

In GNU Emacs 24.2.50.1 (i386-mingw-nt5.1.2600)
 of 2012-10-02 on DANI-PC
