Typing C-u C-x =3D on some =20= thing that can make a tooltip appear could additionally display =20 information about the tooltip, but: there is only one kind of =20 tooltips. So it would mostly be useless information. I think the proper way is to invoke apropos and enter the simple =20 symbol ``tooltip=B4=B4. Then see what *Help* is returned =96 I think = it's =20 sufficient.
