Are pre/post-command-hook the only hooks that are called when I
navigate in a buffer?

Do these hooks somehow trigger updates in other buffers aswell?;  I
ask because the sluggishness becomes much more noticeable when I have
multiple windows visible eventhough these show other buffers.

Note: The problem occurs with font-lock-mode disabled so it can't be
that.
