Isn't the most important thing to just have it in auto-mode-alist for *.html files out of the box? Also, if the function name doesn't end with "-mode", people won't try to derive from it, which is good because derived-mode-p doesn't handle aliases. Not a huge concern, but it would make life a bit easier for mmm-mode and polymode if html-mode remainted the same as html-basic-mode.
