In Bug#28156 I propose a minor change to how Emacs treats local symbolic links.
Currently, Emacs silently munges their contents sometimes, contradicting the
documentation. I'm proposing that Emacs leave the contents alone. As this is an
incompatible change to behavior, I'm giving a heads-up to emacs-devel. Please
