Because it depends on mail-mode, there is needed to setup local smtp,
afaik. It is a similar case with send-pr of FreeBSD system in act
mechanism. Easily, use msmtp or ssmtp for local smtp setup if you are
under dial-up connection. And, in your case, fire to Google's relay SMTP 
server (smtp.gmail.com:587).

I set  below in .emacs.

      '(("smtp.gmail.com" 587 "xxx@gmail.com" "xxx")))

But send fail. it says: smtpmail-send-it: Sending failed; SMTP protocol
error

What else do I need to do ?

No. There is nothing to do for it with ~/.emacs file. Do set
the things into your local smtp program(ssmtp or msmtp),
not ~/.emacs file. Then Emacs' bug-report program use it
by default internally. Do you need to see real examples for
that?

For testing,
Type "C-x m"; it means that type "Ctrl+x" and then type "m".
If the test is OK, then your bug-report program is OK, too.
