Hello,

how can I make sure, that every file I save is saved in latin-9
encoding?  I guess there are several settings needed?

Set the environment variables LC_CTYPE and LANG to de_DE.ISO8859-15. 
Then you won't need to

	(set-default-coding-systems               'iso-latin-9-unix)
	(set-keyboard-coding-system               'iso-latin-9)
	(prefer-coding-system                     'iso-latin-9-unix)
	(setq default-buffer-file-coding-system	'iso-latin-9-unix)

Put in these files' header:

	-*- coding: iso-8859-15; -*-
