Could one not add a "fake" message at the start of the RMAIL file to
carry a list of all tags like in babyl? The thing I had in mind would
be like the format used in pop, viz

Surely that would not be expensive and would allow a tag list to
remain, and possibly even carry the -*- rmail -*- stuff?
