Do I have to run 'make bootstrap' each time? I am building the
23.50.x Carbon port.

Not generally, no. this from INSTALL-CVS in the emacs base
directory:
/----[ emacs/INSTALL-CVS ]
| Normally, it is not necessary to use "make bootstrap" after every CVS
| update. Unless there are problems, we suggest the following
| procedure:
|
| $ ./configure
| $ make
| $ cd lisp
| $ make recompile EMACS=../src/emacs
| $ cd ..
| $ make
