This can not work, because javac is not an emacs command. You have to
use M-! instead of M-x.

M-x is for calling emacs commands. I wouldn't call it limited, though,
there are some thousands.
M-! is for calling shell commands, M-: is for evaluation expressions
in emacs lisp.
