bug#6142: 23.1; ruby-mode defgroup

I noticed various ruby-mode defcustoms are in a `ruby' group but there
doesn't seem to be a `defgroup ruby'.  In particular I hoped such a ruby
group might be reachable from the `languages' group along with other
programming languages.
