Does Ido-like Icomplete mode interfere with any of your (existing?)
libraries?  If yes, then you make your case stronger.  For overall good,
you may want to describe how your libraries depend upon the "old"
icomplete behaviour.

Note that I have no opinion on whether cycling should be opt-in or
opt-out, by default.
