Did you `package-initialize'? It is mandatory when you explicitly
`require' installed packages - see
(info "(emacs) Package Installation")
Another reason for that behavior can be unsatisfied dependencies - in
that case you should find messages like "Couldn't activate package ..."
in *Messages*".
