No.  The bug is merely archived, meaning that it normally is not shown
any more, unless you ask for it.  But its history is never lost.¹

That is all possible with debbugs; if a bug is archived, you first have
to "unarchive" it before you can manipulate it.  That measure ensures
that spam sent to archived bugs is discarded.

¹ Some of the early Debian bugs _are_ lost, however, because of bugs in
the early versions of `debbugs'.
