Internationalization is a natural feature of modern software. It's impractical to internationalize the docstrings; there's too much. Internationalizing the menu-bar is doable. We could have a set of packages on elpa.gnu.org, each consisting of an elisp file that changes the strings in menu-bar-*-menu to a different language. Contributions welcome.
