Hi List, 

when I export this org buffer

to another org buffer I get:

i.e. leading or trailing empty lines are treated differently. 

This looks strange in real documents, since exactly where one would
expect a visible separation (before/after top level entries) empty lines
are removed, while they are preserved in other structurally less
significant places.
