Hi. The patch changes xfont.c (X11-only I believe) and xfaces.c (applies to Windows as well, I believe). In xfaces.c it changes the value of scalable-fonts-allowed in some cases, but that variable is ONLY used in xfont.c. Thus any system that does not use xfont.c should be unaffected by scalable-fonts-allowed, and thus this patch. So I guess the test you already ran is the best you can do: the patch shouldn't change anything, and you have observed this under nominal conditions.
