This was done because it allows to write, e.g., ~C-x "~. See
<http://permalink.gmane.org/gmane.emacs.orgmode/102191>.

You could use \quot entity, e.g., "+\quot word \quot+".
I cannot see a generic solution that can satisfy everyone here.
