Next Wednesday, July 8, I will make the 23.0.96 pretest from the
EMACS_23_1_RC branch. Unless unexpected serious issues come to light,
this will be the final pretest; the 23.1 release will be made two weeks
afterwards, on July 29.

I am confused by the version numbers. The Emacs I built on w32 2009-06-30 shows
GNU Emacs 23.1.50.1 (i386-mingw-nt5.1.2600) of 2009-06-30
Is that correct?

Yes.
That's the development branch for 23.2. if you need 23.1 checkout the
branch EMACS_23_1_RC.
