Yes, currently you have to do (require 'uniquify). However we are talking on Emacs Devel about changing this so that you do not have to do that. You can currently do "M-x customize-group RET uniquify RET" without doing (require 'uniquify). In the future the same may be possible with customize-variable. Okay. I don't use M-x customize, it bugs me.
